Charging Management Systems RFP
On October 22, 2025, RCTA released a Charging Stations RFP – October 22, 2025 (.pdf) seeking firms that provide Electric Vehicle Charging Management Systems to provide proposals for CMS products, optimization options, options for system integration, data analytics, and user interface capabilities, identifying solutions that are compatible with our existing and planned infrastructure, and pricing and implementation support services. Written questions were due Friday, October 31, 2025. RCTA has issued Addendum #1 to respond to questions received on November 7, 2025 Charge Management Systems RFP Addendum 1 – November 7, 2025 (.pdf) . Proposals must be received no later than Monday, November 24th, 2025.
On July 1, 2025, RCTA released a Charging Stations RFI – July 1, 2025 (.pdf) seeking firms that provide Electric Vehicle Charging Management Systems to provide current vendor capabilities and CMS products, optimization options they support, options for system integration, data analytics, and user interface capabilities, identifying solutions that are compatible with our existing and planned infrastructure, and insights into pricing models, implementation timelines, and support services. Addendum #1 was issued on July 25, 2025 to address questions received Charging Stations RFI Addendum #1 – July 25, 2025 (.pdf) Information submittals must be received no later than Monday, August 4th, 2025.
Project Information
The Redwood Coast Transit Authority (RCTA) is in the process of transitioning its fleet from gasoline and diesel-powered buses to zero-emission (electric) buses by adding electric bus charging infrastructure to the Williams Drive Maintenance and Operations Facility.
The new maintenance and operations facility charging stations will initially serve 11 Endera Model B buses (or similar), plus up to nine existing RCTA gasoline and diesel buses. These improvements will meet the mandated requirements to transition bus fleets to zero emission sources and the project prioritizes improved facilities in an underserved rural community.
Development of the project includes:
- Upgraded electrical service equipment
- Paved driveways for access and circulation
- Asphalt parking lot with car and transit vehicle parking aisles
- Concrete electric vehicle (EV) charging islands
- EV charging infrastructure
- Fence upgrades
- Access gates
- Backup generator pad
- Covered bus parking with solar arrays, lighting, and landscaping
Timeline:
This project will follow a two-phase timeline:
- Summer 2025: Design consultant hired to develop the design and bid documents.
- Summer 2026: Construction phase expected to begin.
Project Area
The project area is currently used as a bus maintenance vehicle parking area with a bus wash bay. The proposed Project is the redevelopment of an existing bus maintenance and operations facility to add electric bus charging infrastructure. The project area (Assessor Parcel Number 118020033000) is cumulatively 1.23+ acres of an 84.77-acre lot, situated on the north end of the Del Norte County Fairgrounds, which is located at 421 US-101, Crescent City, CA 95531.
